Basically going to have a tank line that can have some offensive ability as well as higher fire power when enemies get close. Have the 9 man squad riding in the raven for surgical strikes. The mission is purge the alien against a basic space marine player I feel will probably use a fast moving list against me thinking I will be deep striking my whole army.

here is what I would do-
drop the spare man from the tacs, use those points to give your dev squads lascannons instead of plasma cannons, (I prefer las)

drop the 9 man tac squad, I would rather see an assualty unit here.

Options are-
command squad- 100 points base, 5 men, 5+FnP, power sword/combat shield WS5 champion. excellent bully unit

alternatively,
Vanguard vets, give a couple hidden weapons in there and throw a sang priest with valor's edge (81 pts) in there for WS5 and FnP or corbulo.
(personally for a raven unit, I prefer the Vanguard vets)

IIRC grav cannons ignore cover, if you see them, kill them. asap. Then take out any TFC's he has.

He normally brings a gunline list with 1 TFC and a squad of stern in a pod. This tournament is weird because we are locked to armies and know who are opponent is ahead of time. It allows us to modify our lists based on what we're fighting as well as who. He always sees me play at least 5 drop pod lists with mostly assualt units. I'm going for the anti assault army and trying to gunline it. Command Squad seems like a good idea I forgot it was that cheap. Not sure on vanguards, may go for the command more.

He also tends to run the heaviest armor being razorbacks and a few squads of Space Marine Bikes. I'm figuring plas cannons will be more useful against his basic approach to hordes of marines over vehicles.

Not to mention rolling up perfect timing on my librarians might give those plasma cannons a strong edge.

thing is, his C:SM will out gunline you. Take advantage of Furious charge and +1 Initiative. seriously.

I see the idea on PC, but what if you roll ones? I just don't enjoy that chance. (I play DA, trust me, I tried the dev-plascannon several times)

you have a solid rapid advance force, (albeit, easily glanced to death/blown up)

I like running my command squad bare bones with jump packs. (125) they are under the threat radar for a good while, but are very killy for their points and have won me several games.

Vanguard vets are something I would recommedn in the raven because of 3 things-
better ASM for 2? points.
can hide Power fists/power weapons in the unit
take full advantage of the sang priest's +1 WS and FnP.

my advice? as per original, keep the PCs if you want, drop the quad gun, (if he brings a lot of air power it won't help, if he brings 1, even 2 storm talons, they can be ignored)

grab that jump pack command squad to run behind your razorbacks,
grab a 5-10 man unit of vanguard and slip in a power fist or two, drop a lib, take a sang priest with the ap2 power sword. enjoy watching his marines die like paper to a fire on the charge.

FYI that 9 man tac squad isn't legal. You need a full 10-man squad, before you can take both a heavy and a special weapon.
