"Sniper weapons are precision instruments, used to pick out a target’s weak points."
The above is the BRB's description of what a weapon with the Sniper special rule is supposed to be. Only, that's not how the weapon works in-game at all. In fact, expert marksmen score proportionally fewer precision shots than untrained foot soldiers. The weapon doesn't help trained snipers score more accurate hits at all.
What I propose is simple. Instead of conferring Precision Shot on D6 rolls of 6 during To Hit, why not make it so that Precision Shot is conferred to all shots above a To Hit target of 9+ for a model's BS + D6 roll (akin to how regular To Hit rolls are passed on 7+)? This way, those with BS: 5 would be making head shots at rolls of 4+ while rank-and-file Guardsmen would be hitting only on rolls of 6.
Other rules would be:
- For BS of 6+, Precision Shots would still require a D6 roll of 4+
- Precision Shots are never granted on re-rolls of any kind, including for BS>5, twin-linked, etc.

I personally always thought that precision shots should not be LOS-able.
But i dont think its unreasonable, just might slow down game play

Right behind you, OP.
Obviously there are plenty of bs4 models in guard armies. Forward sentries get really playable.
Oh, and I mean a 9+ target is great for criticals of any kind. If you have bs6 you should be way better at blowing a turret off with a meltagun than someone with bs3. It's always going to be house rules, but what a rule.

I don't like the concept of squads entirely composed of snipers at all; I find the mental image of ten guys lining up in formation with sniper rifles absurd at best. The Vindicare seems to me to be the most accurate representation of snipers on the tabletop, other armies ought to have very small units (sniper/spotters like the DoW2 Rangers) or individual sniper models that hit a lot harder against one target than normal snipers do today.

BS 1-2: 0% chance to get a precision shot.
BS 3: 16.7%
BS 4: 33.3%
BS 5: 50%
BS 6: 66.7% on the initial To Hit roll.
BS 7-10: 83.3% on the initial To Hit roll.
Not sure how this would affect the re-roll for BS 6+.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
