Different versions of characters are just progressive versions within the fluff. They are not more powerful versions or better versions. They're just different.
High Exemplar Kreoss is Kreoss prior to the battle of the Thornwood.
Grand Exemplar Kreoss is Kreoss after the battle of the Thornwood when the previous Grand Exemplar died and then he got promoted.
Intercessor Kreoss is Kreoss after he was given the title of Intercessor by Hierarch Severius(he remains the Grand Exemplar too. Its just weather or not he's on his horse)

They're just different versions of the same character, at a different point in the story. You don't need to be at a certain point level but I think if you're doing a 2/3 list format you can only use one version of them.
Only if the format uses that type of character restriction. the base level of character restriction counts epic and prime versions as different. If you're making a list with multiple casters they are still the same.
