Currently there is far to many high strength low AP weapons. I feel as though there should be some risk to the user when using a weapon that eats through "all" armor or can disentigrate a person instantly . For this reason I think that there should be a blanket rule that ALL weapons strength 7+ or AP 2- should automatically have the gets hot special rule. I feel that this will at least even out some of the horribke weapon spam.

That impacts some things more than others.

Hammerheads get boned, but Serpent Shield is fine (1/36 shots gets hot).

Well, that's problematic...

It would be best to look at it at a case-by-case basis. Many of them could get it with no problems. From my army, the IA could take it no problem (or they could just correctly price the damn thing), but HRRs are so lackluster compared to they base price of broadsides, and in comparison to HYMPs, ensuring they would almost never be taken. Melta weapons don't really need it as they have they down side of massively short range. Missile pods are S:7, but AP4, they can kill light vehicles, and that's about it. HYMPs could take it just fine (although it doesn't make an sense, how to missiles overheat).

It makes perfect sense it makes people actually have to risk something when spamming high strength low ap weapons, most of the time nothing happens, 16% of the time they have to make an armor save. It not just going to affect IG but every codex out there.

Affect IG the most, and most of those weapons have a low amount of shots, which means that you must roll well to use them and your enemy must fail their saves that they'll have, either from cover or invuln.

The problem with it is that it just doesn't make any sense for half the weapons. If it's plasma based, it should get hot (looking at you, Tau). If it's laser based it's fine, as laser technology is extremely well developed in the Imperium (hence all guard using it). If it's firing a shell or a missile, those don't just explode for no reason inside the gun. Even autocannons apparently should get hot and kill you, even though they're essentially just giant machine guns.

If it's plasma, it's volatile and dangerous. If it's bullets or lasers or explosives, it's perfectly under control.

Auto cannons are S6 so it wouldn't have it. From my understanding, which I admit does not span all codexs, many ranged weapons that are S7 and up are energy based. In terms of making sense, it is similar to switching to hell fire rounds. Sure you get ap2 but at the cost of gets hot. It is just a special bolted she'll why would it explode l, cause any thing strong enough to melt through terminator armour may explode in you face.

Also I'm totally talking about Tau and all the no "get-hot" plasma

Might want to double check your codex, all the autocannons I know of are S7 AP4.

Battlecannon, earthshaker, medusa siege gun, demolisher, autocannon, baneblade cannon, vanquisher, demolition charges, hades autocannon, reaper autocannon, there are several solid projectile weapons.

It's in the lore that tau sacrifice some stopping power for safety, which is why plasma rifles don't get hot. It's a trade off, -1 S for no gets hot. You would have to increase the strength of the plasma rifle to 7 if you wanted to give it gets hot.
