Hey guys just wondering where are the rules(codex I guess?) For this two armies. And are the death korps 30k? Or 40k. Thanks!!

Most current Death Korps rules that I know of are in IA12 and they're 40k-legal, the Mechanicum is 30k at present. You got the right section, don't worry.

Mechanicum rules are currently spread throughout the HH books, unfortunately. Eventually I expect Forgeworld to publish a combined Mechanicum list in one smaller book, like the Legion lists.
Also, the most recent Krieg list is in the new edition of Imperial Armour: The Siege of Vraks. that was just released this past month.
And, rumors strongly suggest that we will see 40K AdMech released by GW this year.

Although book 3 has most, if not all of the rules for the Mechanicum, it has the full Tagmata Omnissiah list. But yeah I imagine they'll get a little red book.

yeah if you're looking to do mechanium I'd hold off till may or june or so.
