How do faction specific detachments/formations that don't necessarily have to run a character interact with Slay the warlord?

Specifically, I believe can take a Decurioun Necron detachment that doesn't have a character model included. Or is this not legal to not have single character to nominate as warlord?

You can't have a Decurion without a Reclamation Legion, and a Reclamation Legion without an Ovelord.

In the codex royal court says 0-1 per reclamation legion. Is there another rule that requires you to take one?

The main reclamation legion has an overlord.

Yes, this is all clearly covered in the main rulebook under the heading 'The Warlord'.

If you don't have a character anywhere, I believe you're required to pick a model as warlord iirc. They don't get a trait if they're not at least a character.
