Assault cannon literally does everything better

Depends on the platform & associated cost. Depends what you need either to achieve. It also depends on what else is in your list?

Cyclone missile launcher.

An assault cannon literally outperforms every other heavy weapon at the same BS. The only downsides are...

1. They don't have many platforms
2. They have short range compared to all the others.

Score: Assault cannon 2, Missile Launcher 1.

CML > Assault Cannon

2 frag blasts do a good job of killing infantry; you got 2 S8 AP3 shots to reliably strip wounds off MCs instead of hoping for a 6, and two shots at S8 also do well against tanks where again you hope for rends with the asscannon unless its AV10 youre targeting in which case the asscannon is better.

Last but not least you get to keep your stormbolter with the CML setup, so add that to the 2 blasts' infantry killing power mentioned earlier.

Also need I say 48" > 24"?

The cyclone missile launcher has even fewer platforms...

If they play SM probably. But not everyone does.

Those are two incredibly bad downsides, though.

Landspeeders are another place where you need to choose between them. That’s a TML, rather then CML, but they are identical (Literally for me).

I like the AsC on terminators. It has more synergy with the squad’s weapons. If you are just looking to toss a pair of missile down the field, there are better platforms (like the aforementioned TML speeder) It helps that my scatter die and I have a bad relationship, so I’ve never had good luck with frag missile.

Not obvious at all. For a start he has not mentioned what unit. If I said Bright Lance or Scatter Laser, how would you know I was talking about a Wave Serpent?
He also hasn't even said the right weapon name if he was meaning terminators. It lierally asks us to compare a ML and an Assault Cannon. Maybe the OP has a tac squad in a razor and only enough points for one or the other. That makes more sense if we are talking about missile launchers.

Ok, how about frag and krak missile launchers.

Well all of the missile launchers have krak and frag afaik, if we are talking about the basic 1 shot ML, assault cannon everyday of the week. An assault cannon in range is statistically better against everything (except for a few rare cases such as av12 where it is equal), than a lascannon, so it beats a ML hands down everywhere. And against infantry I'd rather have 4 bs4 st6 ap4 rending shots than a scattering st4 ap5 blast.
Cyclone is a different matter as mentioned above.
