The original book - Betrayal - released in 2012 states a Librsrian can take up to 3 levels. A condensed book was released in 2014 that just has rules for the various units without all the other things such as missions and background that states the maximum level is 2. I don't beieve the new book states there were any revisions to the rules.

Which should we follow ?

They are both correct, the big rulebook tells us that unless stated otherwise, a psyker is mastery level 1, when you take the librarian consul it doesn't actually give you a mastery level, it just tells you to purchase mastery levels at 25pts each (or 20 can't remember), so by default you are mastery level 1 and can lurches up to 2 more.

What about the second rulebook ?

There are many, many changes in the legion list found in the updated and abridged books - 1 of which is changing the max level to 2.

Use the abridged version. It contains a lot of updates first published as faqs

(The most current rules are in the abridged army list book, most current trumps the original rulebook. IIRC they did FAQ it to cap Librarians at two Mastery levels in the original rulebook before they released the abridged book)

Like I said raw it makes you a psyker and doesn't give a mastery level, then you must purchase up to 2 levels, since you are mastery 1 already that would cap at 3

The condensed book is more recent and therefore takes precedent - so only 2 mastery levels. these changes were'nt documented in an FAQ, which is pretty sloppy, but there you are. (there are other undocumented changes, but they are pretty minor).

The new FAQ also restricts librarians from being compulsory HQs.

As a thousand sons player, this frustrates me no end.

The condensed book is the one I'm referring to, brb tells us if you are not given a mastery level (and we are not) then you are mastery level 1 automatically, the condensed book then tells us we must purchase between 1 and 2 mastery levels, the only way to resolve both rules is to cap at 3.
