I am new to infinity and i am looking to start a militant orders list. I am especially fond of the Knights of Santiago. I am looking for some advice on not just list building but the basic mechanics of the game. I understand the game is wholly different than what i am used to in 40k or war machine/hordes, but basically what i think would be a cool idea, is 2-3 knights of Santiago each an independent unit, one of which will be my lieutenant. Support this with 3 order sergeants and 1 spec. sergeant. Am i way off or am i close. Any and all help will be appreciated.

Focus on specialists (doctor, infiltrators, sensor REM, hacker, Father Knight, Konstantinos), good order pool (10 or more, depending on the meta) and add knights of your choice to fill the last points. Play around and good luck.

People come to MO for the Knights, but it's the Order Sergeants who do the heavy lifting. The TO/FO OS and TO/Sniper OS are always crucial to games for me.

Santiago Knights are conceptually cool, the weakness is in no specialists and limited weapon options. You will need to be able to get them up the field (they do the most work within 16" of the enemy), they don't have a lot of tricks to get them there so some sort of distraction (Knights of the Holy Sepulchre are always good for this) and/or some way to pick off key reaction fire units (Montesa Knights can clear lighter ones, the OS sniper can deal with heavier targets) is critical.

Balanced Game: Noun. A game in which all options and choices are worth using.

Just to remember something
you DON'T need specialists if you don't focus on ITS (Official Tournaments), most other game systems have bonuses for specialists when it comes to scoring objectives, but they aren't mandatory

It's true though that Order Sergeants (especially the MSV2 / TO variants) are generally the bread and butter of MO
Santiagos are excellent suppressive fire pieces, but they do lack long range weaponry
I had a look at your Army Lists post, and you're short on orders. You really, really want 10 at 300 pts, and I'd say 6 is too short for 150 pts
Also your 300 pts list will get hammered by anything that goes heavy on camo/TO/ODD or with strong ARO in general due to your lack of ranged firepower (a HMG Knight or some TO combis would help alleviate that)

How do I know how many orders I have.. I can't find that rule in the book.

Should be at the very start
Each regular guy brings one order to his combat group (combat group = up to 10 guys)
With PanO you only have regulars (some Knights are Frenzied or Impetuous too), so it's pretty easy to keep track of

What about magister Knights. Like I could run Maybe 1 Santiago, and one Holy sepulcher, 4 magister knights as a linked fire team, and 4 sergeants, one with a Sniper rifle as a team, The Santiago would be my Lieutenant, the holy sepulcher would infiltrate... or would a knight of montessa be better for the mech deployment?

A Montesa on its own will die (as will any unsupported unit)
A Montesa with friends (infiltrators, Mech Dep bots ...) is much better
If you go for a Magister link, I'd advise a full link of 5 to give them some serious firepower with the +3BS, that makes their PFs and the Missile Launcher that much deadlier
I'd advise against the (normal) Sniper sergeant, especially without a link team (only one of those active at a time), too squishy and not deadly enough for a pricey model outside of a link

Something close to what you're saying that I put together:
5 Magister (1 ML, 1 EXP, 3 AP)
Santiago Spitfire LT
Sepulchre Spitfire
Sergeant Hacker
2 Sergeant TO FO

Probably not the best, but I wanted to keep your idea

Allow me to try to help you.
Maybe this angle on the whole matter could bring some light here.

Military Orders
──────────────────────────────────────────────────

Group 1 10 0 0
JOAN OF ARC Lieutenant MULTI Rifle, Nanopulser / Pistol, DA CCW. (+1 | 50)
KNIGHT OF SANTIAGO Spitfire, E/M Grenades / Pistol, AP CCW. (1.5 | 45)
KNIGHT OF SANTIAGO Boarding Shotgun, E/M Grenades / Pistol, AP CCW. (38)
KNIGHT OF SANTIAGO Combi Rifle, E/M Grenades / Pistol, DA CCW. (40)
KNIGHT OF SANTIAGO Boarding Shotgun, E/M Grenades / Pistol, AP CCW. (38)
ORDER SERGEANT Combi Rifle / Pistol, Knife. (13)
ORDER SERGEANT Combi Rifle / Pistol, Knife. (13)
ORDER SERGEANT Combi Rifle / Pistol, Knife. (13)
CRUSADER Combi Rifle / Pistol, Knife. (26)
BIPANDRA Combi Rifle + Light Shotgun / Pistol, Knife. (0.5 | 24)

2 SWC (+1) | 300 Points

Open with Army 5

So, What is this?

Is a Santiago fireteam + Joan of Arc list.

So, try to get the Santiago Knight box

These guys will be the main body of your list.

Try to get the new Joan of Arc miniature. Or the Old one, or whatever you want.

She will be your Lieutenant.

Then add the Order Sergeants

add the Crusader Brethren

And Bipandra could be a hell of a Doctor also.

And that's it.

You will have a Fireteam, probably one of the hardest thing to kill in this game. Hard as hell.
You will have a Doctor, always useful.
You will have a drop unit, the Crusader Brethren, he can make Combat Jump and land wherever on the table. And kill more enemies.
And 3 line troops for giving you orders or becoming the last resource when things look awful.
