I have currently built, painted, and collected 500 points of almost every army (I am not doing DE, they are too dull to me). The purpose is to provide a starter army for any new player, all they have to do is pick a faction/race. I am currently just missing the finishing touches on Tyranids, and now the Necrons. I have researched the Tyranids for some time, and found a decent list that embodies their fluff while still be somewhat competitive and not cheesy.
In regards to the Necrons, I am at a bit of a loss. I have scoured the internet for premade lists, but there seems to be much confusion, or at least out of date information when it comes to Necrons at this point level.
My first idea was to go with the Decurion Detachment, and then throw a Warscythe on the Overlord and I think that buts it at 499. The only issue is that it lacks mobility? I would think this would be an issue for any army, are Necrons some sort of exception? I have also read about the Reclamation Legion, but once again, just unsure. I have the codex, so I am doing my best to educate myself before bothering the internet.

That aside, most lists use the Decurion as it's insanely durable. At 500 points, you're restricted to using a CAD since a legal Decurion would be over points as you need an Auxillary.
What sort of army would you want to go with? 500 is tough for Necrons since they are expensive points wise.
I wouldn't even try to use a decurion or other formation for this. Pure CAD is the way to go.
Now, two units of Warriors would be expensive at this level, so I'd advocate strongly a Cryptek and two units of five immortals as your base to start from.

Not really: I find we excel at a skirmish size. Reanimation counts for a lot at low points values.

I think he means he'll organise a Reclaimation Legion formation into a special type of formation and use that as a battle forged army. Not a Decurion Detachment but pretty good.

Exactly 500 points. With such a small list finding a good infiltration spot for the Flayed Ones is easy, the Destroyers have an easy time using their jump-shoot-jump tactics and can maybe be split up into units of 2-2-1 to allow for split firing, whilst the Cryptek buffs one of the Immortal units to be more survivable.
Plenty of S 5 shooting, Gauss for vehicles, a solid assault unit with good deployment options.

Illuminor Szeras is a tide-turner in small point games as he can make a squad he is attached to +1BS, +1T or +1S, meaning you got a 66% chance of making your squad a lot more dangerous, in addition to the +1 RP. Stick him with the 10 man Immortal squad. As a bonus his S8 ranged weapon can help take HPs off the odd enemy battle tank you may come across at 500 points.
Instead of a battle tank of our own (like the Annie barge), I decided to bring in a flyer at 500 points because reasons. I doubt anyone will be able to take it down, and in case you encounter a Flyrant you'll have a chance of killing it.

I nearly like the above, except taking a flyer in a skirmish game is a dick move.
The biggest thing I dislike about the Reclamation Legion list is that the Overlord is a lot of dead points.
With my one, I attempted to include a useful HQ, an assault unit and one of the iconic support units. I'll admit it resulted in a low number of bodies, but in some ways that's good for a starter force, particularly as it's a force capable of holding it's own regardless.

At 500p you dont have many options. Personaly id say: go with some backbone out of warriors/immortals and buff them. Thats imo the most iconic way. But there are other options: take one or two of the formations available to necrons to either showcase Wraith + spiyaders and scarabs (iconic for the last codex) or Destroyers (only iconic to the veterans that played them back in 3rd (it was 3rd wasnt it?)) . The forth iconic way for this edition would be Tomb Blades and the fifth a fast combat oriented army.
Other things that come to my mind when i hear "necrons" are night scythes - but thats indeed to cheesy for a 500p newcomer list and Annihilation barges - but a classical av13 Wall is hardly possible with 500points.
I gues the right way to find your test the necrons army should start with deciding which part you want to showcase.
Some lists i clicked together within the last 10min that do show some of the iconic ways of necrons are:
Close combat with both troop choices and a cryptek
Immortals (85pts) ····5x Immortal [5x Tesla Carbine]
Warriors (130pts) [10x Necron Warrior]
+ Heavy Support (50pts) +
Heavy Destroyers (50pts) [Heavy Destroyer]
Fast Tombblades with both troops and a litle Flayed Ones battalion for counter charges. This one would best be played as gun line waiting for the opponent to come.
I am basically down to these three. I would do the one list with a flyer, but as these are "starter" armies, none of the other 500 point armies have fliers. Now if only I could find some half-way decent painted Tomb Blades in bulk!
