I think so.
Once upon a time five man Tactical Squads with a heavy weapon such as a lascannon or plasma cannon and a plasma gun were all the rage. Certainly they were effective against MEQ opponents.

I have thought about using Black Templar "Crusader" squads kitted out in a similar manner. ( I don't play BTs, but there is nothing to say I can't call my army a "Successor Chapter" and just use their rules.) Add in some dreadnaughts, a devastator squad, a thunderfire cannon, and/or a couple of Predators and you have the makings of a solid shooting base. Garnish that with a couple of close combat units to counter-attack anything that gets too close and it should work quite well.
