I kind of disagree on Tau being better in those areas. Tau choose to lower the strength of their plasma weaponry, to improve safety. Flat out better would be Str7 with no over heat. Also shields, the
IoM has nifty force fields that fit inside jewelry.
The
IoM just doesnt have the wealth to invest in giving all it's troops the best weaponry.
Think of the soviet union. Well capable of building supersonic bomber, hydrogen bombs, nuclear submarines, and such. But most of it's army was arrayed to go to war on foot. Most of it's army was armed simply with an AK47 and some grenades. That is the
IoM style, very high tech; but unable to spread that high tech around to the lower levels.
Tau are like your Elite Mercenary Army. They might not have the highest level of tech. They certainly arent developing cutting edge nukes, but they have night vision goggles, target markers, the best guns money can buy, and a high number of vehicles and tanks.

There is a whole subset of Heretech that delves into alien technology. Some of them are facinated by Eldar, some Necrons, some Tau.
There are even some who want to learn and emulate Ork Tek. Digga HereMek!
