Hey gents (and ladies)
Two questions:
1.) In normal 40k play, may I combine detachments from a codex and a supplement?
2.) In previous ITC tourneys, Adepticon, NOVA etc.... same question.
Example:
Bullyboyz (Waaagh! Ghaz) + Ork Horde (Cx: Orks)?

In normal 40k, you can use any number and type of Detachments and Formations from any source marked as intended for Warhammer 40k.
Legal:
Space Marines Combined Arms Detachment
Chaos Space Marines Allied Detachment
Grey Knights Brotherhood Detachment
Chaos Daemons Allied Detachment

Hey Dok_G, some tournaments will have tournament specific limitations on how many detachments and from which codex/supplement. It's always best to check the rules for the tourney you're planning on attending.
For example, they may limit you to only one codex/supplement specific detachment per army, in which case you couldn't take both the bullyboyz and ork horde, but you could take either bullyboyz or ork horde and an ork CAD (since the CAD isn't specific to either the codex or the supplement). I believe the LVO had a restriction similar to this.
So the short answer is, it's ok. The more accurate answer is that you should always check the tournament's list building rules.

In normal 40k:
It might help if you look at books as a source of datasheets for units. Datasheets list what faction to wich the unit belongs and most detachments require that all the units belong to the same faction. That means you can have 1 unit from book A in the same detachment as another unit from book B so long as both belong to the same faction. There are some detachments where this is not true. The blood host for example requires all the units to come from codex daemonkin. Just look in the detachment restrictions to get your answer.
At a tournament:
No idea. I don't play them but they often have additional rules to keep things fair and balanced.
