After collecting a number of units from various places I was looking at trying to make a arbite force for smaller battles and wondered if anyone had tried this before.
I was thinking of using the Militarum tempesus codex but they are mostly only allowed hot shot las guns. Most of the arbite models for their basic weapons are either
a shot gun or bolter. I have no plans to convert a bunch of them either.
So... is there a better codex than MT out there that I am missing ??
Anyone tried this before with any success?

Nah I'd say Tempestus are probably the best fit, regular guard don't cut it and marines are too tough.

SM scouts are decent weapon/armour wise, but not too varied and the S/T4 isn't great from a fluff perspective.
Personally, I'd use the regular Guard codex, with Shotgun/Carapace/GL-or-Flamer Veteran units as actual Arbites, Carapace Command Squads, Tauroxes for transports and maybe some Bullgryn if you want some heavy hitters (they fit in nicely with the riot shield/beatin' stick combo). Maybe use some Scions for dedicated Elite units, and if you want numbers or tanks, add in some Platoons or Russes under the banner of native PDF forces (as Arbites don't really fight off world).

Have you looked into the Dreamforge models? They might look a bit heavily armored for your purposes but 42 bucks gets you 20 dudes with various weapons. They also have APCs and dreadnought style stuff. I was thinking about this yesterday since one of my ILGS is closing down.
