Like the title says. Assuming GW doesn't blow up the game and puts out an Island of Blood style 9th edition boxed set, what two armies would you like to see in it?
My vote is Empire/Humans/Warriors of Light (whatever they're calling the rumored new faction of men) and Undead.

I think I'd have a choice of Empire vs Chaos warriors since they seen to be the most popular faction [in terms of player and GW attention], with something like Skaven/Ogres against Dwarfs/Vampire Counts for those who want to start out with a less popular faction.

Skaven vs Bretonnian would be better IMO. Both are well-designed and opular factions that get only get minimum of releases and need modernisation [even if the latter got some big monstetrs for end times] , so GW could easily fix those 2 problems for both factions by putting them in a boxed set together.

I'd really like Empire and Warriors of Chaos (or vampire counts) I just want empire because I have a small empire force but haven't gotten to expand much and I find these box sets nice if someone else wants to start and I can give them the other half or we get two sets.
I feel like empire and vampire counts (or undead i geuss) would make sense too for where the story is going (at least from what I understand of the end times stuff)

I think warriors of chaos, or of chaos becomes one big faction then just Chaos, and the Vampire counts, or undead legion if that becomes a thing. It's two fun and reasonably competitive groups, they're popular, and they have cool models. Or maybe pit one of those against Brettonia, that could be neat

Assuming the rumours of 9th being a skirmish game that I'd actually be interested in pan out, my vote goes to Elves and Undead.
Elves as their recent (8th+) minis across all three ranges have been pretty consistently fantastic, and Undead as while I think Mantic do rank and file skellies and zombies better, some of the GW Undead elite troops are fantastic. It would also give me an excuse to buy Krell to lead the army, which can't be a bad thing!

As a guy who really likes the Fantasy fluff, but has never played Fantasy, except using 15mm proxies to use the setting with other rules, I would buy a box set only if it had Bretonnians or Empire, two of my favorite FB factions in the ternion of Emps, Brets, and High Elves. For a nice little starting force, I think a Captain and or Wizard some units of Handgunners, Halberdiers, with maybe some Knights of the Blazing Sun or Greatswordsmen as a little something special, if we're going Brets, some Knights Errant, KOTR that could be converted easily to Grail Knights for players picking up multiple starters, and a couple dozen peasants.
For opponents, I'd like to have either Warriors of Chaos, who are admittedly pretty cool, or Vampire Counts with new, less over the top and blatantly undead cavalry sculpts, almost looking like Empire knights in more antique armor with a bit of undead bling, get more of that feeling of Sylvania as a lost province of the Empire, or horrors from Mousillion way down in Bretonnia.
Although, it's probable that many of these forces, especially Brets and VC, will not be around in their current iteration, having been combined or absorbed, and the Game will be more skirmish-y. In which case, a mixture of the angry fantasy Germans and the cool hat Arthurian survivors squaring off with the collective forces of Chaos would be nice, with rough parity in minis per side.
I might pick up a starter box if there's humans involved who retained the Fantasy Landsknecht or Literary Arthurian look involved and the rules sound decent, but the only Warhammer Fantasy box I'm guaranteed to pick up better have a Warhammer Total War disk in it, with the setting and look I fell in love with. I don't mind the End Times being permanent, but I want there to at least be some bigger debris in the ashes of the Old World if I'm gonna play 9e.
Just the 25 cents of someone who would be starting totally fresh with 9e.

Undead vs. Whoever.
The Starter box sets are always an affordable way to build up armies, if you don't mnd duplicating units. It would be awesome to have snap together cheap undead. You always end up needing hordes of them.
