Which army has the lowest minimum hq and troops tax?

The only one I am familiar with is Chaos Space marine

Is there any other army that is cheaper?

I plan to spam formations that have no restrictions.

Well orks has grots and naked big meks;
Grots are 35 for 10,so 2xsquads is 70pts
A naked Big Mek is also 35, so 105pts all together

10xTermagaunts is 30pts I think, but I believe the cheapest HQ for nids is 120pts for a Tyranid Prime (if even that)

Just want to point out that Ork Meks can't be taken alone, they are taken as one for every HQ you already have

2 5 man vanguard squads run you 55 points each and have no HQ requirement.

10 x2 Gretchin for 35 points each, plus a Mek for 10 points.

Yeah, a Formation can be your entire army. A CAD or any other Detachment is not required.

Nope they can be taken as a slot less HQ for each other HQ or they can just be taken as a HQ. They have the HQ icon on their datasheet and that means something in 7th Ed.

Which formation is the best to spam that has no restrictions? I am only familiar with Ada Lance and FBSC or firebase support cadre.

j like the 85pts ork detachment but any of the other Synergies i Would like to hear.
