Let's say I have a Ghost Ark full of Necron Warriors within 24" of a target unit (a group of Space Marine scouts), but only 6 of the 10 Necron Warrior models inside the ghost ark are actually within 24" of the closest Space Marine scout.

Can only 6 of the 10 Necron Warriors fire their Gauss flayers at the target space Marine unit or can everyone, given that more than half the Ghost Ark's hull is within 24" of the Space Marine scouts?

Doesn't matter. An open-topped vehicle can use ANY point of its hull as the fire point. That means even if your vehicle has just BARELY within 24" of the space marine scouts, every Necron Warrior embarked within (not modelled within) gets to shoot!

The "broken" Warriors included with the Ghost Ark are purely decorative and have no impact on game play.

As was said, simply measure to the closest point on the vehicle's hull. If the hull is within range, so are all the occupants.

This is absolutely marvelous in the case of something like a unit of Burna Boyz (flame template weapons) in a Trukk (open-topped). You place on template and then just multiple by the number of Burna Boyz onboard to represent one template per shooter.

Disadvantage of course being if a template weapon just barely touches the hull of an open-topped transport you're getting the "No escape" torching. Enjoy.
