Technically it is for Codex: Eldar, which unfortunately no longer exists as such. Additionally, I believe that GW said it is not compatible, but feel free to house rule it in.
That said, it is usable with the new codex, and doesn't make anything more broken then it already is. I seriously doubt most people will have a problem with it.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

As above it is not legal anymore as Codex: Eldar no longer exists. I believe most people might well have a problem with you making your Wraithknight Warlord and granting him character status. I can't see many too bothered by anything else in the Iyanden Supplement.

This is pretty much how it is at my FLGS. We had one player who was building an Iyanden army before even the rumors of new eldar were out, but most players don't care if he continues using the supplement as long as his knight isn't the warlord. I personally don't care if his Knight was his warlord because I have the ultimate counter of my Knight as my warlord.

"The Supplement Ilyanden was meant to go with the Older Eldar Codex and thus was not really designed for the new codex.
However feel free to adapt the rules if you wish in order to keep using it in games."

That is as firm a know as you would expect from GW. They frequently tell you that you can make houserules to suite your gaming group. Heck their FAQs used to say they were just a list of houserules they use in Nottingham...

Not being currently sold is no indication at all. We've had numerous models and books over the years that have been removed from sale for various reasons while still remaining a part of the current game.
And none of the current crop of books are actually being 'supported' by GW. By design, apparently, since writing FAQs fosters a 'cult of personality' and players would prefer to come up with solutions to rules problems themselves.
And to think people snicker at them for not doing market research...

The Iyanden Supplement is as legal to use as the White Dwarf rules for Deathwatch, which were intended as supplemental material for an older Space Marine codex (2nd Edition?). That is to say, it's supplemental material for an obsolete codex. If you want to continue using it, get permission from your opponent, but understand that as the game marches on, there will be more and more discrepancies.
Using Iyanden today allows you to take a Gargantuan Creature as your Warlord. I, for one, wouldn't want to play against that.
