I purchased some citadel super glue thick. When I got home I looked at the bottle and the bottle is less than half full. Is that normal?

Possibly? I have not bought gw glue in a long time, even the employees there call it terrible. I'd suggest a different brand once you get around to getting a new bottle.

It's not unusual.
I got the thin super glue a while back and that was also half full.
To make matters worse it dried up in the bottle within a couple of months - Despite always ensuring the lid was as tight as I could have it.
Meanwhile I bought a grocery store equivalent for half the price and it is as thin as the day i got it a year ago and came full.

I seriously suggest switching glue.
If you need thick glue, Go with BSI Purple tag.
If you need thin glue for precise stuff I highly recommend Humbrol Precision PolyCement It comes with a metal needle so much easier to clean excess glue and very precise in application.

Actually, go with BSI Gold tag superglue.
After many, many years of using the purple one, I bit the bullet and bought the more expensive SuperGold+ and I will never go back. It dries slightly slower, which is a HUGE benefit on large models like the top of a stormraven, yet it dries fast enough that it's just a few seconds more of holding it in place. Also, it's odorless and doesn't frost canopies if you use too much! (frosting occurs because superglue fumes can't escape the enclosed area of the canopy)
For plastic glue, the Citadel plastic glue thin is actually not bad. It's similar to the Testors Master series one with the metal applicator. However, the Citadel plastic glue thick is totally useless, as far as I've been able to tell. I have no idea how anyone would apply this successfully.
Also, I suggest Mr. Hobby plastic glue (plastic cement?); it comes in a large square container like the old testors, and it has a cap with a brush; the brush is better than the current Testors, and sometimes, a brush applicator is preferable to a metal needle applicator.

In general I recommend glues that aren't GW. They have been too inconsistent with quality over the years, stick with a known and reliable brand like loctite. For plastic glues Revell and Testors have served me well, I'd like to say I've tried a whole heap of them but my bottle of Testors lasted about 10 years so I haven't had the need to try other brands. As for being half full. In general it's not uncommon for paints/glues/whatevers. Usually the volume printed on the label is less than you actually get, so when (for whatever reason) a batch of bottles isn't filled completely the company doesn't get sued for false advertising. But still, you might be able to get a refund for it.
