So, I've started to paint up an undead army I've had sitting in the back of a cupboard for a while and am wondering which army book to go for.
Does the Nagash end of times book have a full army list in it, i.e. you can play undead with it without needing either the vampire counts or tomb kings book?

Hey bud, you are in the 40K discussion. You probably want fantasy.
The Nagash book does not have the unit info in it. So if you get the Nagash end time book you will still need the tomb kings and/or vampire army books for the unit rules.

So to play the undead legions list I've need softback Nagash £45, Vampire Counts £30 + Tomb Kings £22.50.
And all of this is likely to be useless shortly. Ouch.

I would personally get the digital nagash which is cheaper but to play the entire undead legion list, yeah. TBH I got the army books second hand on ebay for about 1/3 the price and Nagash for 75% the price from Frontlinegaming. So it isn't necessarily that bad.
You do not have to play the undead legion list though. So you could just get the tomb kings or vampire counts army books (which is listing at under 30 usd + SH on ebay right now) or Tomb Kings (same price range). It is only if you want to run the both armies combined as an undead legion army that you need all three books. Before you make that investment though you should talk to your local gaming group and see if they have house rules against the end times armies (some do).
If I am entirely honest. I really liked the end times book series but I don't know enough about the rumor for 9ed to tell you if you will be able to use these armies in 9ed or if all the army books become invalid. Hopefully someone with more 9ed knowledge will come along and help.

Welcome to the wonderful world of the undead.
First of all, accept that this is going to be an EXPENSIVE army. The core units are dirt cheap, and you need extras, as you can create more during the course of the game.
We'll have to see if Nagash armies are still legal once 9th edition hits. To be on the safe side, I'd start with Vampires or Tomb Kings. If Nagash is legal in 9th, you can then add more. Between the two, I'd go vampires. The army list has way more depth than our desert brothers.
Zombies is always a good spot to start with. You'll want at least 100. Even with 100, I usually start 40 or 60 on the table and often run out as the summoning and invocations get rolling.
Beyond that, it's going to depend on the rules for army comp of 9th. Vampire core is by far the weak point of the army, so I wouldn't go out and buy 100 ghouls and 200 skeletons just yet.
So in a nutshell, start with 100 zombies. Starting painting and putting those together now, and if you finish those in a month you're a god. Within a month we should see some pretty solid rumors on 9th.

Most of the models I have fit the vampire counts theme, so I'll start with that.
I do have a few chariots and archers, my understanding is these aren't available to the VC's?

You will want the tk book as well, if just for archers, catapults and caskets. Not to mention chariots and sphinxes. And tomb kings to add to your grave guard...
