I know of several -
http://stores.ebay.com/bulletbits/ - bullet bits, EXCELLENT service, and good shipping terms. I use them a lot.
http://stores.ebay.com/bitsworld/ - bits world. Good service, decent shipping - not as good a selection as bitsworld, but still a very good inventory.
http://stores.ebay.com/blackdaggergames? - blackdagger games. Good service, good selection, good shipping terms.
http://stores.ebay.com/hoardobits? - Horde o Bits. Decent selection, decent service, but shipping is a bit high compared to the others.

hoard of bits banned me from ordering or communicating with them because I questioned their $18 shipping on 3 melta guns.

I use bulletbits for all my ordering. Shipping is fair and quick and they've always had what I've needed

Did they get the address wrong (as in writing 15 instead of 16 or str instead of ave) or did you send an old address with the paypal payment?

Hoard o bits sent me a fake tracking number and I never got my order, but they did promptly refund me.

In that case, it was a douche move to ban you from bidding then through no fault of your own. I just wanted to ask because I once years ago had someone get angry at me for shipping to the old address they selected with the payment. Luckily it eventually was returned to sender but they were pissed that I only returned the purchase price (minus fees) and not the shipping.

I always specify that shipping and fees are non-refundable, and I never offer "free" shipping on eBay..

The handful of stuff I sold on Ebay, I definitely offered free shipping. The last few items I sold was all the tyranids from the battle for maccrage box set, the entire orc sprues from the fantasy box set and the entire empire sprues from the WFB box set.
Really, unless you're shipping something extremely heavy, it should be free shipping. When something's bid up to $30-$40, that couple dollars to ship with a tracking number is really just pocket change and charging shipping on top of the sale is just plain greedy in my opinion.

The issue is returns, and free shipping makes that unclear of what to return.
Also, I do BIN sales, not auctions.

I can understand your pov, especially the BIN (even more so if shipping is going to cost more than the item itself)
Then again, I'm the type of person who would bend over backwards for the customer. Probably what I would do in a case of a return is refund them the entire amount, and then either eat the few more dollars to have it shipped back, or see if they agree to pay for shipping back.
I really wasn't looking to make a big profit off the stuff anyway, just clearing out stuff I was never going to use (although I think what I got out of those sprues more than covered what I originally spent on the 2 box sets when I bought them years ago.)
*edit*
Well now that I've completely derailed the topic, I've also found that finding the bits I need or the auctions I like are really thinning out. When I didn't need the stuff, I found tons of them on Ebay, but now that I'm looking, I can't find a single one and all the online stores I found while google searching were plum out of just about everything.
My favorite auctions are the big piles of random bits where you can clearly see that you could possibly piece together a few minis, then being pleasantly surprised at how many you actually were able to put together
