P. 125 of the BRB. While all other warlord traits usually only affect your warlord and sometimes also his unit, strategic traits affect your entire army and pretty much any result you roll on the D6 is a good one that gives your entire army overall a bigger boost than just the warlord and his crew receiving one.

So isnt this table a no-brainer? Why do people even bother rolling for the warlord traits of their own codexes since they are overall inferior except the occasional 1 or 2 good ones?

GW is scared of girls. Why do you think they have so much trouble sculpting attractive female models? Because girls have cooties and the staff at GW don't like looking at them for too long because it makes them feel funny in their naughty place.

Krieg! What a hole...

Exactly for the chance to get the 1-2 god ones.

I use the Scion table to try and get the trait that let's me re roll reserves and scatter less when deepstriking, rather than the flat re roll of the strategic traits

Master of ambush for the win.

Do you play 30k? It'd be a lot cooler if you did.

I use the Guard one to fish for force multipliers to tack onto my 50-man platoon.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"

I try to get 6 on the personal traits because sorcs and oblits are not fearless, and with the scrolls of magnus and many psychic tests the chance to regain a wound has won me games.

Your Warlord table should depend entirely on the list you're running and the type of missions you anticipate playing. Strategic is easily the overall general favorite, since it has multiple ways to buff your army through reserve manipulation, infiltration, etc. However, I've taken the Tactical traits with great success in Maelstrom based missions. Being able to re-draw a card, or discard extras, etc. can score you those crucial extra points. I can see CSM rolling on Personal as well, since CSM Warlords tend to be front-line fighters. In the new SM Codex, there are even some great traits FOR THAT ARMY. If I were to take the trait to give Rending to a full squad of Bolter Marines who have easy access to Tactical Doctrine to twin-link their shooting, suddenly that sounds pretty great. FNP on my White Scars biker Captain is great, since I know he'll be cruising around taking heat. In general, yes, Strategic is your go-to "no-brainer". However, if you really know your list, and what it either lacks or could be further buffed by certain traits, then that should help guide you to which table to roll on.
