Ok so I will say from the start that this list is dependent on how you interpret the rules for an IC joining units in formations and whether they get any benefit from the special rules therein. Idea here is for the Commander to join the Missile broadside units to get Tank Hunter & Preferred Enemy (Space Marines), providing air cover but also adding to the missile fire if no fliers are present.

SAMmander, Dual MP, Target Lock, VT, 140
SAMmander, Dual MP, Target Lock, VT, 140

Kroot 60
Kroot 60

Crisis, Dual FB 52
Tetra 35

FBSC (610)
Riptide, IA, TL FB, EWO 190
Broadsides x3, TL HYMP, TL SMS, EWO 210 (SAMmander jons here)
Broadsides x3, TL HYMP, TL SMS, EWO 210 (SAMmander jons here)

FBSC (657)
Riptide, HBC, TL SMS, Counterfire Defence System 185
Broadsides x3, TL HRR, TL Plasma, Counterfire Defence System 225
Broadsides x3, TL HRR, TL Plasma, Counterfire Defence System 225

With all the twin linked and rerolls from FBSC rules i don't think there is much need for a lot of ML support, hence only the one Tetra as a luxury. Same with the Solo FB crisis, just incase something needs to be Deep Striked. Kroot will infiltrate to screen the Missile Broadside positions, funneling any assault troops towards the .units with Counterfire Defence (with TL weapons, it is hilarious). Riptides bounce around doing what they do best.

Any good or total garbage?

If in doubt, frag it out...

It's not going to win a maelstrom game without tabling the opponent. It's pretty static.

Firstly, it looks like a scary list. It's very similar to some lists I've built lately so I'll let you know my thoughts...

Personally I'd still not invest as much in the HQ (even if they do gain TH from the formation). If you want a bit of split fire, why not include a single target lock in each broadside squadron? The broadsides are already pretty good for knocking fliers out of the air, if you need more AA then why not get a sky ray to give them an aerial markerlight or two per turn?

Not sure about the loadout of your second FSC either, HRR are significantly inferior to HYMPs against nearly all targets. Also the HBC on the riptide isn't very impressive unless you nova charge (which will let you down and hurt you 1/3 of the time). It might be a bit less interesting, but a clone of your first would be stronger I believe.

I've found dual fusion suits to be very effective for dealing with heavies and artillery you can't reach. If you dropped one 'SAMmander' you could afford another two solo ones to get behind knights etc and melt things

With a list this static, an ethereal might do you good - morale can be a problem for broadsides and riptides, and stubborn could help with that perhaps?

With regard to maelstrom games, I usually use a couple of units of kroot to outflank in addition to my deep strike suits. Can be quite good for engaging expensive squishy units in the backfield too!

Anyway, hope some of that was vaguely helpful

I agree with most of what Doom mouse says. Particularly with HRR you're basically throwing 450 points away as is.

The commanders are a waste in this list. Give all the Missilesides EWO and you have all the AA you ever need. Also note there is no doubt that the Commander gets yhe benefit of TH & PE as both rules specify only 1 model in the unit requires the rule for everyone to benefit.

However a Mark'o would add far more to the list than both your commanders. I think Farsight Enclaves would also add more to the list than Kroot here. You could get a load more solo suits so you can at least pretend to compete in Maelstrom and get more fusion into the bargain to help against AV14+.
