New Dark Angels codex:
codex-specific detachment Lion's Blade Strike Force: no black knights, no ravenwing command squad.
also Ravenwing Strike Force lets you take 3 HQ, but HQ must have Ravenwing rule, and only possible choice is Sammael/Sableclaw, as Space Marine Bikes don't confer Ravenwing

We can only hope. Space Wolves had a day 0 issue in their codex, and that got FAQed. In the meantime, I would just house-rule that any HQ taken in that formation and detachment counts as having the Ravensing rule, losing Deathwing and keeping Inner Circle.

I wouldn't give it to Librarians either. The Librarian keeps his Deathwing rule, but counts as having the Ravenwing rule. the Chaplain and Techmarine could (in theory) be the 2nd Company Chaplain for example. Then, sure.

Why not a captain? Could have a battle take place in M40 or M42, could be a successor chapter or could be a ravenwing strike force that got lost in the warp for a few hundred years...

Because the equipment for the master of the ravenwing hasn't changed, ever. It gets handed down from master to master. You could nerf the stats if you wanted to show a previous, less beastly captain, but all the equipment would be the same. We know that Sam is the best fighter probably ever to have lead the Ravenwing, so you can only step down from him.
