Is if the Detachment is talking about a model or a unit in the case of the Captain?

There is fluff for both occurrances to be happening, after all, a Chapter Master in the area may take command, especially if a Captain has not been chosen for the Company.

If the detachment is talking about the unit, than the Chapter Master upgrade is just as viable as a Veteran Sergeant or a Rhino. If the model, than it is not. We have seen Formations show a definite preference to defining a unit by model (Canoptek Harvest rules, if nothing else), after all.

This is a definite case of defining the RAI according to your meta. RAW can be taken either way, but leans more to considering the Captain as the unit unless other evidence can demonstrate a specific addressing of the model.

Formation are defined as supplying a list of UNITS that have to be included.

Unless stated otherwise (such as in the case of the Canoptek Harvest where a model's name and not a unit's name is used), we should assume that the list refers to models.

If we're told to include 1 Captain, this should be interpreted as 1 Captain Unit. As such, the Chapter Master upgrade is perfectly viable. After all, a Chapter Master model by himself is still a Captain Unit. There is no such thing as a Chapter Master Unit as there is no Chapter Master Army List Entry.

BRB Formations:
"(...)Instead of including a Force Organisation chart, the Army List Entries that comprise a Formation are listed on it, along with any special rules that those Units gain. (...)"

Codex Space Marines - Formations (page 114):
"A Formation datasheet will list the Army List Entries which make up the Formation, any restrictions upon what it may include, and any special rules the Formation’s units gain."

"1 Captain" on Formations: Battle Demi-Company/Strike Force Command/Strike Force Ultra refers to Army List Entry "Captain" not model name.

Any upgrades listed on Army List Entry are available, unless Restrictions state otherwise.

In case of Strike Force Ultra Restrictions force you to buy Terminator Armour for Captain/Chapter Master.
