Does the librarius conclave still work if some or all of the librarians are embarked?

Would you measure distance from the vehicles hull?

I'm picturing a bastion with 4 libs embarked and one on the roof casting.

Obviously embarked ones can only do witchfires, but that's potentially a lot of firepower.

As all things of this kind i'd say that yes, you measure the distance from the hull.

Since you measure from the vehicle's (or building's) hull when measuring distances to the embarked models, a model inside a Bastion and a model on the Battlement are basically zero inches apart.

What you are considering would work fine.
