Theres no legit GW ruling, some people got emails saying yes, some said no.
Some emails said that you should do something reasonable and logical like asking your TO or your opponent before hand, I allow supplements at the events i run, does that mean all events allow them? Nope, but it is to me the most logical choice until ITC or GW says otherwise

Considering the Sentinels of Terra supplement is still good to use I don't see why not.
There will be some inconsistencies( like not having Master of the Forges anymore)

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

Okay, so maybe my one word reply wasn't convincing enough, so here goes:
Sentinels of Terra is still on sale on GW's website so that should make it pretty obvious that it's good to go, completely valid and no one should give you any flak for it. Clan Raukaan supplement doesn't seem to be listed among the codexes (codices?), not at least in the same place. However, Black Library still has it and has this to say: " Please note that some content – the Cities of Death and Planetstrike stratagems – was designed for an older edition of Warhammer 40,000 and has been included for players who still wish to use it. The rest of the rules are fully compatible with the 2015 edition of Codex: Space Marines, and the history of Clan Raukaan remains essential reading for all sons of the Gorgon.
