I read through the rulebook and could not find a definitive answer for every type of power. My apologies if it is in there but I did not see:
Which types of psychic powers can be used when locked in combat and which powers can be used against units that are locked in combat from outside of combat.

Certain types of powers specify they cannot be manifested by a Psyker who is locked in combat.
If there is no such restriction on the type, or the specific power if it has no type, then they may be manifested by a Psyker who is locked in combat.

The limitations are explained on pages 26 and 27, when the different types of Psychic power are explained.
There are no restrictions by default, we are given a blanket permission to manifest, and so only need to look for restrictions - Witchfires in general are restricted and cannot be used when locked, and cannot target units that are locked. Focussed and Beam are a sub-type of Witchfires, and so are affected by the same restrictions as Witchfires. Nova is a special case - it is a sub-type of Witchfire, but has specific permission to hit units that are locked (note that it still does not have permission to be manifested if the Psyker itself is locked in combat).

Witchfire powers are shooting attacks. (...) Just like when shooting a weapon, a Psyker must be able to see the target unit (or target point) and cannot be locked in combat if he wishes to manifest a witchfire power.
So I would say only casting Whitchfire Powers Psyker cannot be locked in combat and target cannot be locked in combat. Everything else can be cast while Psyker and/or target is locked in combat.
However I can't find permission or prohibition to cast any power at all while locked in combat. And since we have to have permission to do certain actions... Anyone?

We have a blanket permission on page 24 ( Select Psyker and Psychic Power), this is then restricted on the next page by Psykers and Transports. We then get some additional restrictions when we get to the different types.
If we need a specific permission to cast whilst locked, do we need one when we're in area terrain? Or on a Tuesday?

You have permssion to cast psychic powers.
The only time you would therefore be unable to cast psychic powers would be when a rule specifically removes that permission.
There is no rule (that I'm aware of) that removes that permission when locked in combat for anything other then Witchfires.

I think potentially being locked in combat would severely limit LOS but that is not an actual "rule restriction" of the psychic powers themselves

A Nova cannot be cast in combat. But it can be cast into combat (from a un-engaged Psyker nearby).
