I made mine with Sternguard and Vanguard Bitz, the SM Commander sword arm and Iron Halo, then I cut the forward wheel and glued a couple of rods to make a chopper style bike.
The head was from a SW Grey hunter and I added various bitz and gubbinz like the genestealer head from the Sniper Scout box.

If you go to chapterhouse.com the have some mongolian-style heads and shields too!

He’s basically just a SM commander with a fancy power sword. Making a counts-as is really just a mater of picking out parts that you think look cool. My bike captain is a mix of sternguard, vanguard, and commander boxes, on a bike spruced up with the ravening accessory sprue.

FW looks to have just come out with some WS stuff, might be worth looking into.

When I built my "Counts-as" Korsarro Khan, I made sure that I was using the same torso, shoulderpads, back pack, legs, head and sword arm for both the mounted and foot versions. I used a Dark Angels Ravenwing Power Sword as the basis for Moonfang. I cut one side of the sword tip down and then took my file to the edge to round it out so it resembles a Scimitar for both models. The foot version has a bolt pistol and the mounted version is a basic bike with a Ravenwing saddle pole.
