It really depends on the unit they're trying to discover too. Playing Ariadna, we use our camo tokens as order sinks, so the more orders you have to spend discovering them, the better.
If it's a forward unit with mines, like a Chasseur, and my opponent does something like "move + discover" to save orders in breaking my camo, often I'll ARO by dropping a mine.
I would say 10 to 1 I either hold or drop a mine, because I'm never really winning much by shooting them once in their turn when I can happily shoot them with 3 dice in my turn. The only exception would be if there's an enemy with TO camo or ODD, and my opponent is low on orders, and the camo token has a flamethrower. The possibility of burning an obnoxious ODD unit then shooting it in my turn is sometimes too much to pass up!
