So, I'll start with Ward's Ever Chosen Robart Gilmanz since it's all I'll use. Let this be the standard Primarch statline because why not.

God Of War: Roboute Guilliman, and all friendly units with Chapter Tactics (Ultramarines) Special Rule, can choose whether to pass or fail any Morale check they are called upon to make, furthermore, if Guilliman is your Warlord, you may use a single Combat Doctrine ability twice during the game. Note that you do not need to declare which one you wish to use twice until you need to use it.

Agreed, in 40k.
With the correct measurements in mind, they do fit well into 30k games. I can't support them being in 40k, but in the games they were created for, they aren't too OP.

And, RAW, you can deny a game if they use a Primarch anyway, as players need to agreed on their army lists.

i agree with everyone above. but, you didnt ask for me to tell you your (cretive) ideas are misplaced you asked me for help so maybe you could make most of the primarchs t6. i think t6 represents them pretty well. for his special rules maybe you could let the ultramarines use the same doctrine as many times as he/she wants because thats pretty primarchy.. right? also the primarchs should have fearless. so maybe make rowbaot girlyman like this
