In 'Dead Men Walking' they give orders to civilians and PDF recruits. As well as obviously their offworld comissars.

Kriegers talk as much as any soldiers do under fire. Which is to say, constantly. You can't coordinate your assaults without communication, and even though the Kriegers have a reputation for human wave tactics, they aren't stupid.

The Kriegers' approach to warfare is pretty similar to the Aexe Alliance tactics from the Gaunt's Ghosts novel Straight Silver, except without the incompetent command structure. They take world war 1 tactics to the extreme and then refine them with modern vox communication. It results in extremely bloody battles, but it gets results.

Its probably if WW1 had had some common sense injected into it. Soldiers taking cover instead of walking into the machine guns, actual useful artillery support, and modern communication.

Kriegers are perfectly able to talk. It is just that they are not very interesting and do not have much to say outside of combat, as they know nothing besides war and their religion. All other things are meaningless to them.

This, basically. Being told you have to pay for a sort of military original sin all your life isn't really conducive to producing cheerful personalities. As someone else pointed out, the Death Korps are also infamous for their attrition tactics, something only likely to reinforce their grim attitude. After all, it's hard to be cheerful and chatty in social circumstances when you're stuck in a muddy trench and constantly keeping an ear out for stray shells.

One thing you should think about is the the soldiers of the DKoK are human even space marines talk to one another. DKoK commonly don't talk to other regiments of the imperial guard, and I doubt imperial guard would want to knowing that with the DKoK in command they are probably going to die, but DKoK do talk not a lot. Their are people like that in this day and age people who rarely talk unless they need to. As far as I am aware imperial guards under DKoK command lowers moral. What you should really think about is are the DKoK clones? I am sure a lot of them talk before training. The DKoK weeds out the week and only brings the strong you either die or become a soldier. There indoctrination is in pain and suffering and before training so you could talk a lot but come out a non talking kreiger. They probably say their motto a lot as well "In life, war. In death, peace. In life, shame. In death, atonement."
