I am trying to find a good list for 1500 puts that can do any mission without having to be changed.

HQ- DP lvl 3, Wings, Armour, Spell Familiar

Troops- (2x) 7man CSM Squad, MoN, Plasma Gun, Icon of Despair

Fast Attack- 7 bikes MoN, Power Fist, VotLW, 2x Melta
BaleDrake

Formation Mayhem Pack All with Power Fist W/ Heavy Flamer and Multi Melta

The Idea is to Summon. I think that Troop # is the weak point but hopefully I can Summon 2/3 rounds to get myself up in numbers. CSM for objectives. HelBrutes to pop armour, bike to CC any heavy hitting units. The Drake will do its thing and take out infantry. 1500 is always a rough point list for me to make any help is appreciated thanks

Daemons are better at summoning. Eldar summon better.

I wouldn't call this a summoning list , but it looks solid enough.
The spell familiar means pretty reliably getting one unit a turn, but not much else
Don't expect summoned units to win the battle for you, but it's a decent toolbox.

Not anymore since they can't roll maelific.

You're going to be in trouble when you only roll a 1 or 2 for your warp charge, though the spell familiar should help. Remember you have to mark your prince, so don't forget those points to either grab Nurgle for a 2+ jink or Tzeentch for a re-roll all saves of 1. I'm assuming Nurgle to match the rest of the list.

The icon of despair gives fear for 10 points. Do not take.

I'd swap the bikes out for a maulerfiend to help with armour saturation personally.
