He has the DA and Space Marine codexs.
He has lots and lots of termies (DW fan)
He has lots of assault marines
He has Two Land Raiders and a couple Rhino
A DA flying transport I think
Scouts with rifles and scouts with swords (former BT fan)
He's been experimenting with proxied Bikes lately but seems to dislike them too much to go with that. He hates the very idea of centurians.
With regard to formations and what is good and what is not, what do I get this guy? Assume he has plenty of HQ ICs already.
Also sure he has Dev squads

What about some Land Speeders or a Dark Shroud? Make a Ravenwing Support Squadron.

I know it sounds like a cop-out, but what about GW vouchers? It can be difficult to guess what people want or like (as you've said, he doesn't seem to like bikes or Centurions).
What about paint? Does he paint? What about storage / transport? Perhaps a KR multicase with foams?
Or scenery? (depending where you play etc.)

Speaking of...
Which kind of Raiders? It seems that the Crusader and Redeemer are much more popular than the normal "Godhammer" pattern LR.
EDIT: Better yet, how about Hunters and Stalkers? Seems like he has an Anti-Air deficiency, what's more there's a formation (one of those Gladius ones that's also strandalone) in the Vanilla Codex for them (one squad of each) so he can put them as Allies to his Dark Angels all by themselves! Only catch is the Stalker squadron needs 2 of them in it, that would require at least 3 tanks to field that formation.

Depending on how much you want to spend, you can never go wrong with Forge World. If your budget is lower you can do something like an upgrade pack or squad of heresy armour and if your budget is higher there are tons of awesome marine options. I recommend a Sicaran Battle tank. Always super useful.

Forge World books. Imperial Armour or the Heresy ones. I wouldn't buy them the rest of the year but it seems ok to get them for birthdays or Christmas. At the moment orders over £100 get free shipping which at least should save on the ludicrous standard shipping costs.

Wouldn't know what else to suggest with tanks beyond what I've mentioned.
Yeah, a Knight could be good, though worth mentioning that requires another Codex.
