maybe this is lame, whatever, but i'm curious about putting a beast man into terminator armor.
any ideas for an easy conversion, kit bash, part swap, etc for the legs?

Any reason why?
as well they would just be in terminator armor.
you could swap out the heads to have unhelmeted guys
otherwise its as easy as putting sisters in terminator armor

hmm then i guess you could remove the feet with a dremel then add a Tau Stealth suit feet to it.

One of the Gal Vorbak from FW has legs that could work. They're large enough to be combined with a Terminator body.

Hoof-style boots are a pretty easy conversion of standard termy boots, requiring just some knife and file work. (Although the hooved look also implies Nurgle to some, which presumably isn't what the OP wants.) That, plus a head swap, would seem perfectly acceptable to me.
At least beastmen are usually depicted with human-ish posture, unlike e.g. the gorilla-like orks, who just look weird when shoved into standard termy armour.
