Sounds like you need to read your core rule book. The 7th Edition rule book makes it clear what a Lord of War is and that they are a part of 'normal'
40k.

"Lord of War" is a battlefield role just like Troops or Fast Attack. To be able to take one, you either need to play Unbound, where you can take anything, or play with a Detachment or Formation that has a Lord of War slot. The most common detachment, the Combined Arms Detachment, has a Lord of War slot. People frequently call it "the standard force org". It looks like this...
