Quick question, i'm getting back into 40k my new Eldar codex has the avatar and the wraithknight as lords of war, i previously had them as an Hq choice and a Heavy support, i'm now under the impression that i cant use either in a normal 40k game setting but only in apocalypse? or perhaps i can field only one LoW?
I also have no idea what a LoW is.

The 7th edition rule book states the battlefield role of Lord of war. It then has basic detachments included, such as the combined arms detachment. This allows the use of a Lord of war.

There are also formations within the Eldar codex that allow for more lords of war. Keep reading it!

It has nothing to do with apocalypse.

Sounds like you need to read your core rule book. The 7th Edition rule book makes it clear what a Lord of War is and that they are a part of 'normal' 40k.

Longer and more helpful answer...

"Lord of War" is a battlefield role just like Troops or Fast Attack. To be able to take one, you either need to play Unbound, where you can take anything, or play with a Detachment or Formation that has a Lord of War slot. The most common detachment, the Combined Arms Detachment, has a Lord of War slot. People frequently call it "the standard force org". It looks like this...

Combined Arms Detachment
1-2 HQ
2-6 Troops
0-3 Elites
0-3 Fast Attack
0-3 Heavy Support
0-1 Lord of War
0-1 Fortification

If I were playing Tau Empire, and I wanted to use the newly released Forgeworld KX-139 Supremacy Armour, which is a Lord of War selection for a Tau Empire army, I could do the following...

Tau Empire Combined Arms Detachment
HQ - Commander
Troops - 6 man Fire Warrior Squad
Troops - 6 man Fire Warrior Squad
Lord of War - KX-139 Supremacy Armour
