I just have a question: Can skitarii have an Army, as they have (presumably) no HQ, and Cult Mech have no troops? How do you make an army with just ONE codex, without Forge World, and no allies?

I know this is just a ploy by Games Workshop to make you buy two codexes, but still...

Precisely so. They can't make a legal Combined Arms Detachment because they don't have an HQ choice. But then nor can Imperial Knights.

They have their own detachment(s) which doesn't require an HQ choice..

I think some big site (It was either Frontline Gaming or Beasts of War) had a discussion that basically boiled down to Skitarii being an extra good allied faction as they didn't have to waste points on HQ units and could just go into the more useful stuff due to how their force comp was set up.

To elaborate: Skitarii can't build a CAD. They can, however, build an army out of their own detachment or formations (which, if nothing else, is battle-forged). No Objective Secured, obviously.

Cult Mechanicus *could* make a CAD, as they've got HQ and troops, which is the only requirement.

Wait, Kataphrons are troops... Cult mech can have a cad if they want.

Who needs CADS when your detachments and Formations are as good as the ones in the Mechanus books
