idea is stick the librarius with the DW Knights in the LR, use the rhinos as mobile cover if needed, and the black knights can soften targets for the DW, or kill off more mobile/out of the way units
its a little low model count, but can dish out a lot of damage in melee, and the black knights make decent amount of plasma shots

Looks very solid. I can't honestly recommend any changes, I think you've got this about as wired as it can be. I'd consider dropping one tactical squad in order to add another librarian HQ to go with the black knights and change one knight squad to a command squad with an apothecary, but I think your list is probably stronger.

fairly standard but i dont think the eye of the unseen is worth it as a relic on an interrogator when you can instead have a librarian with presience or go interromancy and grant them rage

I can't help but feel the ordinary Librarians would be better off outside of the LR on bikes riding around with the BK's, at least on the first turn. They can't cast whilst inside the Raider, so if you get something like Invisibility or Forewarning, you want to be able to cast it on the Raider. They can still move close enough to join the melee later, or get in range for the Conclave - or even move out of range of the conclave, if you want individual castings.
The Eye sounds tasty, but with that much libby sauce, you should be able to get Prescience for later turns. My only worry is that 'Zeke's bonus attacks wouldn't stack with Smite mode, leaving you with only 2 meltabombs to really take out enemy LRs, and only BK's to do the heavy-lifting against other vehicles / transports (meaning they're not shooting TEQ's / MEQ's).

Not really for this exact army, but going with the deathwing knight deathstar theme:
10 knights
draigo
belial
sanguinary priest
sanctuary + gate of inifinity + feel no pain +1 init would benefit this star immensly - belial for no scatter deepstrike

Yes - yes you will
...BUT
Hopefully have toughness 5 majority, 2+/2++ from sanctuary and feel no pain from priest will mitigate that (you should be able to do some look out sir shinanigans with belial and draigo first as well - especially on belial since he has no more special purpose after the deep strike)

It's gonna be really low model count which is bad but that's the downside of a DW list. I agree with sticking the libbys on bikes, they can actually do something first turn or two that way. Plus it will give the black knights some extra melee punch, they can do well on their own but some dedicated AP2 is always nice to add to the rending swings.
Maybe change one squad to a RW command and give them an apothecary and put the libbys in there. You could make up the points by taking a min squad of regular bikers with 2xgrav instead of the other squad of knights, since gravbikes are almost always useful.
You could also take scouts instead of tacs in rhinos and open up your points a bit, maybe do just one squad of scouts, since you want the rhinos for mobile cover for the bikes and blocking LOS turn 1 at least most likely. Use the extra points for upgrades for the tacs(meltaguns instead of flamers since they're overall more useful IMO, since you lack AT and have a longer range, and threaten more stuff) or you could turn the rhinos into razorbacks for some dakka, hvy bolters would be a boon to this list it lacks AP4 other than the assault cannon on the LR.
