So, this list is based around the Cohort of Tzeentch Battalion.

Daemonprince of Tzeentch; with flying, a sword and Invocation.
Herald of Tzeentch on Disc; with staff and Invocation.
3 Units of Pink Horrors; 10 in each with an Icon and Invocation.
Unit of Flamers of Tzeentch; 6 Flamers and a Pyromancer.

It all comes to a grand total of 1744 points.

The battalion allows for all of your Cohort Wizards to attempt one additional spell in your Hero Phase, and any unit from the Cohort that gets wiped out rolls a dice, if you get a 6 they are set up anywhere on the board, with their starting numbers, that is not within 9" of the enemy.

This should be a fun army, with 5 wizards, all capable of summoning.

Allow your opponent to place the first unit, and then place the entire battalion, but only if the other guy/lass has 6 or less units, and get 1st turn. You are also very likely to have Sudden Death, as you only have 38 models. It is surprising how easy it is to assassinate with this much spell and ranged spam.

Like the other PPC list that showed up in this section of the forum, this is very, very competitive. It's good (really good) but be wary that you won't be making friends with this outside of a tournament. That said, to make it even more evil I would drop the flamer unit down to 3 and swap the daemon prince for a lord of change. It will net you an extra spell each turn, an awesome direct damage spell, super-reliable casting, and a command ability that offers great synergy for the army.

Yeah, this is specifically for a mate of mine who love playing against competitive lists.

as for the lord of change... well i would, but he is failcast, and i already have the daemonprince model... so at the moment it is aimed at what i have or can easily acquire.

I would just use the DP for a counts-as LoC. Honestly, very few people are going to have a problem with someone avoiding use of the finecast greater daemons.

Looks like a very solid army!

Depending on scenario and terrain, it might struggle against fast hard-hitting melee armies though. But as long as your opponent does not bring enough anti-magic, you'll own in the magic department for sure, as it should be when playing Tzeentch!
