What the title says basically. There is a Tourney in a couple of weeks and i need to build a 1000pts list for training purposes. A friend will bring the Skyhammer formation, the whirlwind formation a Libriarius formation on bikes and a ravenwing command squad to the event. The event is standard maelstorm.
My goal is to build a list that will give him fits so that he can see where his deficiencies are and how can he play to overcome them.
My first guess was to go with what i call "Coteaz' s I 've been expecting you squad" (plasma servitors Jokaero and acolytes with plasma) aided by Xeno Inquisitors leading Death Cultists and crusaders in combat. But i don't see that surviving his first turn.
I have an extensive Guard and can do Blobs or Mechanised pretty easilly. But Grav shreds Vehicles and whirlwinds shred infantry.
So... Help?

I thought so. His core is the Skyhammer and the rest is things he considers bringing. I think only the Ravenwing squad is in for sure and he wavers between the Whirlwinds and the Librarius.

Coteaz in a battery of medusa siege guns could do work, maybe with breacher shells? S10 with orders can handle biker characters and superfriends.

Culexus in a vendetta if you expect invisibility.

Avoid leman russes, so command squad(s) in either planes or chimeras. You'll need bubble wrap, but I'm not sure if mech vets or platoons are the answer to that. For points, probably a vet squad, a platoon, and a conscript squad.

Counterassault is tricky. You can always reserve the inquisitor's assassin squad and get a t3 charge off, and the culexus isn't a slouch if you go that route. Oddly enough, rough riders might do good work. They will be low priority and you really just need them once to cripple the bogged down assault squad.

A final option is to ally in some bloodclaws with a priest, xenos inquisitor, and wulfen stone battle leader/rune priest. Not cheap, but they are furious charge, rage, rad, zealots hitting at I4 for like, 12 or 13 pts a guy. Or you could grab a couple libbies of your own and have them roll on daemonology for some s5 conscripts.

Breakdown:
Platoon: 300
Conscripts: 150
Command squads: 130
Coteaz: 100
Medusae: 300

Is 980. Bummer, you're going to struggle for counter-charge. Guard allies with Coteaz as primary. Dunno, 12 free medusa shots is no joke and might do the job.

Maybe the Militarum Tempestus Airborne assault?
His list has nothing for flyers, about 860 points for:
1 Commissar, 1 Tempestus Command Squad, 3 Tempestus Scion Squads, 4 Valkyries w/rocket pods. Could put in an inquisitor with 7 crusaders with the extra or use it for special weapons.

Considering you have Mystics available for no scatter DS, you can just counter DS him with Scions. Do not take the AM troopers, you want MT commanders for twin-linked flamers or plasma to wipe the Grav Devs on the drop.

You can drop the MT troopers on the backfield Whirlwinds with Melta and Krak, they'll do the job.

You can probably up Skyhammer damage with Inq Chimeras and Henchmen with a Priest.

As far as Ravenwing goes, that cover save is aggravating so you need some kind of manipulation, or to overload them with wounds from Flamers or CC.

Librarius is likewise irritating so maybe take an Ordo Hereticus with goodies or better yet a Culexus.

I think you have the tools to handle this!

1000pts could nix 1 vet squad for sentries doc. Dont forget your ignores cover order.
