in an 1850 tourney, should I run double librarians as HQs (one for each NSF), or one librarian, one brother captain?

Depends on your list. I'll assume you're running 4x Dreadknights with a double NSF. If you're also running Draigo then probably another Librarian.

If no Draigo then, do you want Gate ? If so you'll want to maximise your chances of getting that - at least one lvl3 Lib (with Liber) rolling on Santic. Another Lib for back up who can roll on Divination instead if you get Gate.
If you don't need Gate you could try to build a CC character with a Captain/Grand Master with Glaive / Cuirass. Also consider Stern who comes with Sanctuary.

Only 3x Dreadknights, 2x Termie squads in one, 1 Termie squad in the other. I'm also running Draigo in the primary.

Primary has a libby as a HQ.

Not sure if i should chuck another ML3 libby or a brother cappy as HQ for second NSF..

A second Librarian always trumps a Brother-Captain. The onky time I find a BC useful is as a third Psycannon in a Pally-star. He's IC status lets you LoS! wounds with a side Draigo is too far away to tank.

Two librarians is generally not a bad idea since you will probably be making them ML3, and those extra warp charges are always welcome.

If not in a tournament, then I can say that a Brother-Captain with a Halberd and Psycannon can split off and slice his way through Infantry units like butter; especially if you just roll for Prescience to make sure he hits what he shoots/swings at.
