THE HORUS HERESY BOOK THREE - EXTERMINATION
says -
The third and final part of the Isstvan trilogy. This book details the aftermath of the Isstvan V Dropsite Massacre, and two other major battles fought between the Loyalist and Traitor Legions as the Horus Heresy swept out from the Isstvan system and into the wider Imperium of Mankind: the Battle of Phall and the Invasion of Paramar. Also featured are the background and game rules for the four Legions covered in this book: the Alpha Legion, Imperial Fists, Raven Guard and Iron Warriors, and a Mechanicum army list, plus new campaigns and vehicles.
This lavishly illustrated, full colour, 285 page hard cover book is leather bound with metal corner clasps stamped with the Imperial Aquila, and features a red ribbon bookmark and foil-edged pages as well as an embossed cover and spine.

THE HORUS HERESY LEGIONES ASTARTES: ISSTVAN CAMPAIGN LEGIONS
Says -
The Horus Heresy Legiones Astartes: Isstvan Campaign Legions is 116 page hard back book that collects together the Space Marine Legions appendix entries from the first three of Forge World's Horus Heresy books - The Isstvan Trilogy. As such it is intended to be used alongside its companion book The Horus Heresy Legiones Astartes: Crusade Army List.
Included in the book are specific rules, units and special characters - including the Mighty Primarchs - for the Emperor's Children, Death Guard, Sons of Horus, World Eaters, Word Bearers, Night Lords, Iron Hands, Salamanders, Iron Warriors, Alpha Legion, Imperial Fists and Raven Guard, all drawn together for ease of reference whether you are preparing for or playing a game of Warhammer 40,000, or planning the next addition to your collection.
But which would be more complete to put together a Raven Guard Army?

Legions give your the rules for all the legions up to that point and their special characters and units. Extermination gives you the rules for the units in that book and all the fluff. I think the two red books are a better bang for your buck.
edit. Get the two books, the Legions and Crusade army, they were a combo pack. Extermination doesn't give you the whole army list so You would have to go and buy the first book too for the list and the second book for the units not in the other two.

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs
For the love of God, GW, get rid of reroll mechanics. ALL OF THEM! |

Buy both.
I.E Ultramarines would buy CRUSADE ARMY LIST and BOOK V: Tempest for their full rules.

The red books are going to have the most up to date/complete army lists and legion rules (with the exception of whatever was released in book 5)

There's your answer. It has all of the rules from book 3 for your Legion as well.

Trust me. You will not regret it. Horus Heresy is a ton of fun and I recommend it to anyone who has an interest in the 40k setting.
Well. Your wallet may regret it. But that's a different problem entirely.

Welcome to the club. Prepare to be a little poor, but no more crapulence like formations, poor codex books, or the like!
Oh, and book 6 will be out in the next 4-6 months for the shattered legions (like the Raven Guard).
