The list is in IA1 second edition. There is no free list available anywhere.

You "found" pirated rules. There is no legal way to get the army list other than buying IA1.

On moon miranda.

Unfortunately there exists no 7E update for the book, so it's based on 6E rules and the 5E IG codex for how things like Orders worrk and how units are priced

Legal shmegal. Yeah I have now realized this also, the only real information on it is the slot choices and upgrades. Apart from scoring tanks you can probably do just as well by sticking with the am codex, you can still use the brilliant fw models there of course.

Sad indeed. A quick PDF update with appropriate references is all FW needs to release, a la the old DKoK Siege list PDF. I have been contacting them about this to no avail. If you see a FW PDF update for IA12, thats me! But for now...

I've emailed them about it as well. It appears as though they've got the same line the rest of GW has, nothing gets updated except as a newly published book, the PDF updates they used to do are no more. Updates, errata, and FAQ are just not a thing GW wants to be involved in apparently.

I figured as much. I even offered to do the work for them at one point and FW passed. The sadest part is that they continue to offer and sell the out-dated IA books unbeknownst to the uninformed.

To be fair, it's not like the ABG list really needs any updates if you have any common sense at all. Change orders to point to the correct page in the new IG codex, and that's about it. Point costs don't need to change, just like the rules for tactical squads in the BA codex don't change when tactical squads in C:SM get different rules. So it's technically not quite up to date, but it's not like FW are scamming you with a product that you can't use.

To be fair, Tactical pricing doesn't change much, if at all, between C:BA and C:SM, while the pricing of vehicles is pretty universal between the various SM books, and there were some pretty significant and major changes to the pricing of the tanks that form the core of the army. For a 1750/1850/2000pt list, you can probably save an extra 300-400pts using the current IG codex Leman Russ tank prices that are largely a much better reflection of their value in the era of HP's (even if the ordnance tanks are still awful) than the old 5E prices.

Yeah, but now you're talking about competitive balance instead of compatibility with 7th. If FW is ripping people off by selling an obsolete book just because some of its units aren't point-efficient compared to newer books then GW is ripping people off by selling the IG codex in the era of FormationHammer and basic infantry with D-weapons.
