I don't have the dataslate with me, but I thought I remembered reading that he can't be taken in any army that has the DA faction. Therefore, he could only be run in Unbound, correct?

He may not be included in an army that includes any models from Codex: Dark Angels.

So no, never with Dark Angels.

Cypher can be taken as an HQ choice with some restrictions in a variety of armies. For what I hope are obvious fluff reasons, he will never be found fighting alongside the Dark Angels. If your intention is to do an army of Fallen, the best bet is to do either Codex: Space Marines or Codex: Chaos Space Marines with Cypher added in, or just use the Formation with him and his Chosen units.

It's not necessarily I want to do an army of the Fallen, but just that he's such a cool kickass character that I'd want to play him. Well, maybe I'll make him a cool addition to my Chaos Daemons army.
