Some variants can fly higher - the Tempest is known for being an effective atmospheric fighter craft and is the closest the Astartes had to an interceptor until the Xyphon and the lascannon Nephilim came along.

As Land Speeder's hover using the planet's magnetic field their operational ceiling will be dependent on the planet they are on. Some planets they could go higher, others would be lower, some they couldn't operate on at all.

Not so much no. Both editions of Imperial Armour volume 2 give it an operational ceiling of 100m. The 1st edition noted that it's very fast for a low-level anti-grav skimmer but not by conventional aircraft standards, whilst the 2nd edition outright states that still only has the same operational ceiling as all Land Speeders. The best write-up the Tempest has had in that regard was Imperial Armour Aeronautica which said they are "particularly valued for its ability to take on enemy flyers in close support of ground forces." but given the above limitations that just means it functions as a sort of nippy little (near) surface-to-air missile launcher.
