I am looking to make an ALL drop pod list what is the best way to do this ?

I think your current best choice is the skyhammer formation. Plus some support units like Librarian providing psychic support or some beatstick Captain to handle opponent's counter assault.

A more conventional way is to take Ironclad Dreadnought, Sternguards and all melta Command Squad in your first turn droppod. I think these are the most threatening units to put into droppods before skyhammer came into existence. While your second wave droppod could be loaded up with all Tactical squads, who are aimed to capture objective and finish off what is left.

I looked into taking a 7 pod list for a while to recent GT and my conclusion was CAD+Skyhammer would have been the best.

Skyhammer gives you 2 pods the first turn (and the assault squads

CAD with 5 pods gives you 3 turn 1 for 5 pods the first turn and gives you access to Drop-pod centurions.
I play salamanders so I ended up with a mix of multi melta's and grav on de skyhammer and the cad with vulkan twin linking all the melta. It gives you the maximum Alpha strike but it's very vulnerable to counter-deployment and certain psychic deadstars (not enough points left in 1850 to also fit in culexus and grav not the best weaponary vs (e.g.) deamons.

CAD + Skyhammer at the 1850pts level is a great way to start. Some CTs that mesh well with this:

-UMs for twin-linkage of specific units
-Salamanders for TL meltas and flamers
-IF for tank-hunting devs (and buffed bolters)
-WS, 'cause hit-and-run

If you want a true all drop pod army (no jump packers or scouts) then I'd lean toward battle company for the free pods + 1st company auxillary with sterns.

Chapter Tactics-wise, depends on the units you intend to use.

Salamanders + Vulkan work well with command squad oriented lists due to ability to spam meltas

Imp Fists works well because of the sterns and overall large amounts of bolters. If you can squeeze in Pedro in a command slot even better since those Sterns would be scoring and you have his +1 attack bubble to augment the army with.

White Scars are solid because hit and run is so good.

Iron Hands work well as long as the locals play it as allowing IWND on their vehicles. Especially when dropping 2x Ironclads. Obsec drop pods with IWND is solid in objective based missions.

Ultras are less optimal in a Gladius IMO, because you already get 4 uses of doctrines, but they aren't a bad choice. If you want psychers though, Tiggy is totally the man and worth a consideration.

What about adding the Flesh Tearers Strike Force in combination with your Skyhammer? You could add:

2x assault squads with 4 melta shots each
1x tac squad with heavy/hand flamer
1x chaplain
1x sang. priest

1x Libby Conclave for some invisibility fun?

Having used to play Sentinals of Terra, I would absolutely recommend you check them out.

The supplement grants TL boltguns at half range (instead of reroll 1s always). In combination with Scouts now being bs4, and droppods as fast attack choices. You could spam multiple CADS and run mass scouts in pods. I need to do the maths again, but a full scout squad is ~50 pts cheaper then that of a marine squad.

with Droppods being FA as well, this allows you to easily buy your centurions pods, which benefit from Imperial fists devastator tank hunter bonuses. Get your grav team nice and close.

Remember too, that when you combat squad you can still occupy the same transport allowing you to split up after you deploy out of the pod. great for specializing your squads (meltas/flamers/cc here, bolters there)
