So, according to GW's website, this set comes with everything needed for a Counterstrike Cadre. It also says that the Counterstrike Cadre is introduced in the Mont'ka book. Looking in that book, I do find a Counterstrike Cadre, but it has one restriction... each of the units in the Cadre must take a Devilfish as a dedicated transport (which aren't included in the GW Counterstrike Cadre I linked above). So, does that mean that GW's Counterstrike Cadre bundle doesn't contain everything needed to create the Cadre though it claims it does? Or am I missing something in the book that says there's a different version of the Cadre where the Devilfish aren't required?

No, you are right. This absolutley does not come with everything you need for that. You should call them out on it, mabye you could get them on false advertising and get the 4 devilfish.

Apparently, the bundles for the "Counterstrike Cadre" and the Imperial Guard "Emperor's Shield Infantry Platoons" were done before the book was finalized. They fixed the ESIP when it was brought to their attention but the Counterstrike Cadre hasn't been brought to their attention yet.
