Yes that is correct. They could fire at up to 10 different targets if they wanted, even. A units' attacks are divided on a model-by-model basis in addition to a given model's attacks being divided up individually. So a unit of 3 models with 3 attacks each could potentially attack 9 different targets. Of course this is rarely relevant since the only thing I have seen that actually wants to divide up attacks that much is flamers.

Yes, I hadn't thought of it before until my opponent deployed his Empire Archers in a half-circle formation around his cannon. We didn't realise at the time of playing that the unit could divide its ranged attacks - so often only half he unit got to shoot as I was attacking on the flanks. In future I'll be sure to play correctly!

This took some time to dawn on me, as well. It's a nice change from having to burn a whole unit's shooting when you need only a few shots on a target.

Do you have to declare all your targets before rolling though? I'd hate to see someone roll one die at a time until his unit of archers picks off that 1 wound target, then use the rest of the attacks aimed elsewhere.

Under "Picking Targets" ,it does state at the top of the paragraph that "FIrst you must pick the target units for the attacks."

Now for context this is on the final page of the rules and in the section titled "Attacking",this could be construed as to apply to the combat phase only as shooting is already mentioned earlier,but that mention seems to be just to describe what to do in the "Shooting phase".I read the section to mean all forms of attacks...
