Fateweaver does not have the Psyker, Psychic Pilot or Brotherhood of Psykers special rules, and the rule The Two Heads of Fate does not say he is a Psyker. However, Codex Chaos Daemons does say, when explaining his disciplines, that Fateweaver is a Psyker, albeit a very unusual one. So, does he count as a Psyker. For example, would he be effected by a power that targeted Psykers? I'm looking for mostly RAW please.

Not sure where you are having trouble with this.
First, he has a rule that is called Psyker; with text that says see 2 heads rule.
Then the 2 heads rules states that both heads are ml4 psykers.
So is he a psyker? No and yes.
No he is not a psyker; he is 2 of them.

Stop looking for buzz words and start reading the whole sentences.

Yes he would be based on the fact that his entry literally says so.
PSYKER: Kairos is a Psyker, albeit a very unusual one
The "unusual" part is the way he generates powers and that you need to decide which half of his powers he's using each turn.

Another question: does he generate powers each time you choose a head, or does each head generate its own powers before the game?

Each head generates powers at the start of a game from the disciplines it has access to. Then you choose a head at the start of every one of your turns and you can cast powers it has, but not ones from the other head.
You have the codex, right?

If someone with a straight face tried to tell me fate weaver wasent affected by perils, or psych out grenades or culexus because he wasent a psyker, I would first look at that person like he was both stupid and a cheater, then would make it so he was affected twice, once for each head.

I'm curious if you got the newest edition of the codex. Because in the 5th edition codex, Fateweaver and indeed all daemons weren't psykers. All of their powers were gifts from their gods. Does your codex show fateweaver having a special rule that allows all allies within 6" of him to reroll failed saves?

No, just the Staff of Tomorrow one re-roll per turn.
