An Eldar Striking Scorpion Exarch attacks a Necron Wraith with Lashwhips. The Exarch gets a bonus attack in the first round for each point his INI is higher than the opponents. Do you use the base INI of 2 or the modified INI of 5 due to the lashwhips?
Stalker (Exarch Only): In the first round of a challenge, this model makes 1 bonus Attack for each point that its Initiative is higher than its opponent's Initiative characteristic.
It does not mention unmodified in the rule, so I would assume that the Exarch only gets 1 bonus attack?

Modified, as nothing tells you to use unmodified. For example, sweeping advance explicitly states unmodified.

This is true, but my question was about the modified / unmodified INI. Wraiths were the only things off the top of my head I can think of that had a permanent bonus to INI based off wargear. Things like Terrain and Unwieldy dont effectively change a INI characteristic.

Nos had the correct answer for both permanent(wargear or formation/detachment benefits, etc) and temporary modifiers:whatever their current I value is after all modifiers.
Note: striking at a different I step is not the same as a modified stat; so hammer of wrath or unwieldy weapons do not count.

It depends on the wargear, the lashwips allow you to strike at a higher initiative but do not modify your characteristic. For example Tyranid warriors with lashwips that are hit with a blind weapon pass the blind test using initiative 4

During the Fight subphase?
Lashwhips and Whip coils have swiftstrike. Swiftstrike. A model attacking with this weapon adds 3 to its INI during the Fight Subphase.
Why would they test on I4 ?
